TopStyle Lite is a cut down free version of TopStyle Pro, both of which are produced by Bradbury Software.
The Lite version will do the basic job of allowing you to produce CSS to a number of different standards.
Although Dreamweaver will also handle CSS you may find TopStyle an easier environment to work within as you can see more easily how you style sheets are structured.
